Emulsioning over shiny surface

Hi

I have a late 1950s ex-council house. I'm in the process of stripping wallpaper in the dining room and there seems to be a layer of shiny paint under the paper (it looks like it might be the finish used when the house was built). The paper's coming off really easily thank goodness but I want to use matt emulsion as a final finish. What can I use as a base coat that will cover the shiny stuff and act as a good surface for the matt. I like to do the best job I can so any help would be appreciated. Thanx. :D

Thank you. Is it OK to use indoors - possibly a daft question but I'm a complete amateur :rolleyes: . I got the hang of mist coats by looking at this forum (I even give friends advice now!) so there's no reason why I shouldn't be able to tackle this.
