Hi everyone

As you can see on the attached pics, the plaster on my outside wall is flaking off.

Whats the best way to go sorting this?

Simply chip off as much loose plaster as poss and then replaster again?

and fyi, the flaky plaster corresponds with a leak that happened inside the house last year.

Are you sure that the wall has completely dried out? If the first coat of "paint" was lime wash then this the sort of thing that is to be expected. I would give the wall a good brush down with a very stiff brush, then paint it with stabiliser , then paint it with masonary paint.
Its not a very satisfactory repair, a perfectionist would strip all the rubbish paint of and repaint the bricks from scratch. One trouble is these paints are not available in small quantities.
