following a rain I found that some of the felt at the edge of my roof (that is close to the gutter) is quite wet. Does this mean rain somehow gets under a broken tile and goes down on the felt? Some parts of the edge felt that overhangs into the gutter is frayed or missing. Is this normal tear and wear? The house is 20 years old. Thanks!

It sometimes rots back too far and can lead to dripping into the soffits. You might want to consider felt support trays that provide a new drip edge into the gutters.
