I've read many a thread on this and most suggest a 1:4 cement to ballast but is it ok to use a 1:4 cement to grit sand semi wet?

Reason I ask is I have some grit sand left after laying a path.

you need stone in the mix or its not concrete just a big pile of mortar which is very weak comparitively.

If you have the sand already just buy a few bags of clean stone and make your concrete 3 stone 2 sand 1 cement.
