Fencing up concrete steps?

We live in south Wales and have very steep concrete steps up part of our back garden that are shared with our neighbour.

Currently there is only a metal handrail dividing the two gardens and as we both have dogs it is necessary to fence this properly.

Can anyone suggest the best way of fencing this steep set of steps?

use closeboard fencing. That section can be done without a gravel board and the lengths of closeboard cut to fit the steps, but can still be kept even at the top.
