Fitting new toilet cistern

Can anyone please advise on removal of seized rusted cistern fixings on solid tiled floor.
I would also like to know if I can buy a pipe bender for 8mm cold feed pipe. As this is the supply. It will help if I can buy a bender that I can use for other size pipes for future use. I've got three to replace

8mm on cold water, sure it's not 10mm?

You need to drill the heads off the screws, then use a pair of grips once the toilet's lifted off.

You want a set of micro hand benders, only thing you can use for 6-10mm pipe, get them from screwfix

Thanks. I'm not sure it's that size till I'm able to take a bit off and compare/measure it. Once done, never forgotten.
I'll buy the tool.
