Floor screed still not dry after 9 hours

That screed looks like its been badly mixed and poorly spread. It looks to be a very thin spread? Are some patches not even covered? It could be a past its use date powder. I like to prime before using similar. If they left any bags in the rubbish call the manufacturers for advice and look for the use date on the old bags.

Looks like a water mix with too much water or a latex with added water.
Had to grind one up like that as was too weak to lay over.
