Foundations for sleepers?

Hi

We're terracing areas of our garden and plan to use sleepers horizontally.

We'll have three retaining walls with the highest being around 1200mm.

Any ideas what the sleepers need to sit on?

I'll attach a pic to show the current garden.

You can see the first two planned terraces. The third will be dug out near the top of the garden and will be levelled so that the garden is no longer a slope but flat.
