Garage loft live cable

Hi Guys, In the garage loft, I have some flat three core live electrical lead think its for sockets, the previous owner had a loose hot water copper pipe so twisted a few electrical cables together and put these live leads under the loose hot water pipe like you do to stop it moving about, the result is melted outer white sleeve. I am going to clip the cables and the pipes properly but my question is should I wrap some electrical insulation tape on the damaged cable or can I cut and put some type of junction box which will them be covered with loft insulation.

Tape won't do at all.

Best option is to replace the damaged cable.

If you must use a junction box, it must enclose the cables so that no unsheathed conductors are outside it, and it must provide adequate strain relief for the cable to stop it being pulled out. If it'd not going to be accessible, you must use a maintenance free JB.
