Gardz over old Paint

I have stripped a room of wallpaper and the plaster underneath looks good, however there is remains of old paint on the walls, I have chipped and scraped off the bits that come off easily, and wonder if I can clean this up and put gardz on, then paint over?

Or do I need to scrape it all off? Not budging easily!

It certainly wont do any harm ! Its better suited to old distemper and substrates that are porus and powdery.. If the old paint is a more modern type of emulsion, why not give it a coat of a cheap contract matt, check any filling and rubbing down before applying a better quality paint on top.
 
Thanks, do I need to put a primer on or can I go straight to paint?
