Gas Supply Pipe in Garden

My garden is on a hill and coming out of the stone retaining wall is a 90' bend and straight metal pipe running infront of the retaining wall. I believe this is an old redundant gas pipe. I want to dig out a few metres of the hill. Am I allowed to cut off the old pipe?

Help?

I would ascertain it is definately dead before doing anything with it. Otherwise you could end up with a bill for capping it if its still live......
