Can green glue be applied directly onto plaster (using a paint brush)?

Also, can it be applied onto hardwood skirtings (using a paint brush)?

If so, when dry can the walls and skirtings be painted to give a smooth finish?

If by green glue you mean the soundproofing compound, then the answer to all of your questions is no.
