Halsted CH Boiler Problem

Hi - I don't know if any one can help but my Halsted Best 50 CH Boiler stopped working a few days ago, then started agasin but has now 3 days later stopped all together.

The fan is not starting and there is no ignition spark, the ignition dvice "clacks" every 15 seconds or so and nothing happens.

I have been following the fault finding steps from the Halsted documents and on the 3rd step it asks if there is 1VDC or 10VDC on terminal 1 of the ignition control device. I get just under 4VDC. The guide doesn't make it clear if this is acceptable. It seems to say if you get 1VDC then reoplace either the Thermister, Potentiometer or the Aquastat PCB.

Does any one know if I should treat 4VDC as a faulty state or not?
