hollow partition wall ...Help

Trying to put up a cabinet and some heavyish mirrors in a friends property. Stud walls , but my detector isnt picking up the studs. I tried to locate the plasterboard screws/nails with a strong magnet only to find that the magnet sticks to the entire wall. I decided to drill a test hole and the magnet wasnt lying I hit metal. I pushed a small screwdriver through and pushed against the metal, there is some bouce in it but is fairly rigid. Is this a mesh or is it something protecting the plastic radiator piping? Help please.

Thanks guys, but when I say the whole walls are magnetic I mean the whole wall, not just metal stud work. The building is an apartment and the radiators are all plastic pipework. I am just frightened of drilling into this "metal" and hitting something that I don`t want to hit.
 
Maybe a metal sheet has been introduced to try prevent owners from drilling into unseen services? :idea::LOL:
