hot taps, cold shower :(

I am having a problem with my shower, when I have the hot water on the shower is freezing.

The hot taps on my sinks are boiling hot.

I have a normal boiler that I turned up and doesn't seem to make any difference. what did make a little difference was turning up the thermostat on the tank in the airing cuboard, but it only improved to luke warm.

one thing I did notice which may be relevant or irrelevant is if the hot water is on and the central heating is on the radiators will heat up even if the thermostat is turned right down.

any idea's would be greatly appreciated.
