Hotpoint BF1620 stopped working

I have a similar issue to one posted last year.

My Dishwasher suddenly stopped working.
When switching it on the first light flashes intermittently and I hear the motor humming but it will not fill with water. Any ideas why? I have checked the filter which is clear!

Tip it forward and let the water out of the base.
