how to drill large hole in oak timber?

I have 10 recessed lights I want to fit in some new oak sleepers for the garden. I need to drill a 63mm hole all the way through, and a hole only around 25mm deep at around 89mm.

I'm thinking this won't be accomplished with a hole saw! I've seen some large Forstner bits, but they cost a lot of money.

I've considered stitch drilling, but that would be plan Z as it seems quite barbaric!

Is there a better way to make these holes?
