It's not masonry painy as it has a rough pebble/grit mix texture. I spoke to the builder next door and he thought textured paint. However i have no idea where to go from here
It's probably some form of textured coating like the ones in the link below (which is just the first site that came up in a search). When the surface is prepared correctly and it is applied properly it can have a long life, but on underprepared surfaces, I have seen it fail within a year.
It can be patched up and can also be painted over, but I would only paint it if well adhered all over.
