Improve the waterproofness of door

Hi,

Our bedroom has two external french doors which open onto a Juliet balcony. The weatherbar on the doors has started to rot and needs replacing but then I noticed that the door doesn't seem to have any draft exclusion and wind appears to be blowing water under the door. I can't afford to replace the doors but can anyone recommend what I should do to make this better?
