Installing a boat portal into the wall of a house?

Hi,
I've been asked to install a brass boat portal into the wall of a house.
The portal is approx 380 mm, outside to outside.
The house is one of those old georgian or victorian building with railling and steps that lead down to her flat.
From the pavement to the ground floor door in about 20ft or so and directly underneath this area is a small room, probably an old store room, its part of the downstairs basement flat.

The lady in question wants to put a portal in the wall next to the stairs.

There's no weight or load bearing fixture above the walk way so I figure it would be safe to do so. I do have pictures which I could forward but am not sure as to how to install this round brass window. Will I have to make a metal from for the portal before it goes in etc?

I have pics and dimensions which I'll happily forward.
