Installing ecowarm insulation on top of existing flat roof

I am having my flat roof felt renewed. There is no problem with it. It has been in place for 20 years without any problems. The structure consists of 4 inch by 2 inch joists and firring pieces with roofing deck on top. The ceiling underneath has a vapour barrier(though this has been breached ) and the space between the joists is filled with about 3 inches of insulation leaving an air gap between it and the roof deck. This space is ventilated to the outside air.

My roofer is proposing laying ecowarm insulated board on top of the existing roof deck/felt layer since these are both in good condition.

Is this viable?

I would have thought that the existing fibreglass must be removed and air vents be blocked.

Grateful for any light on this matter.
