Insulation - Internal walls

Hi - I have recently bought mid 60's dormer bungalow with filled cavity walls. Filled by previous owners 10-15 years ago.
The house is detached, no oil or gas Cent. Htg and no chance of getting gas laid - too rural.
Oil prices frightening. House is therefore all electric + log burner that heats 2 or 3 radiators.
I am doing complete refurbishment - no one living there at the moment. PV panels have been put on roof and Insulation will be main criteria.
I have been putting 3" & 4" celotex (maintaining airgaps where needed) in ceilings and inbetween floors.

Some external walls are north facing and I want to add internal insulation.
I am thinking of 2" battens and 2" celotex as the best solution plus plasterboard.
Q: Do I need vapour barrier?
Q: Is std 12.5mm P/board OK or shall I use specialist stuff?
Q: Is it worthwhile stapling some sort of foil roll insulation to the wooden battens?

Any thoughts/suggestions gratefully recieved.
