Insulation on concrete under floor tiles

Hi,

Our downstairs bathroom used to have laminate flooring over a concrete base. We are putting tiles down, but I am worried this will make the room colder as the old laminate and underlay would have been a bit of a barrier to the concrete.

Can I use Warmup Insulating Board 6mm as it says it is for use with underfloor heating, but can I just stick it on top of the concrete floor and tile over it?

Will this help, or should I just tile onto the concrete?

The tiles will be cold regardless of what's underneath, unless it's heated.
