laying paving slabs on existing concrete base

Hi, my back yard is a concrete base which is not very inspiring to look at. I am wanting to lay some paving slabs (black limestone) on top. Can anyone let me know if i should smash up thye existing base or will I be OK to lay the slabs on top with a 6:1 sand cement ratio with some added PVA maybe?

As long as the concrete is not cracked and liable to move then its fine. Scrub it really clean, then use a wet mortar mix of 4:1 or so, painting the back of each slab with a slurry of neat cement and water.

Dont know where the notion of PVA comes from - I see it mentioned a lot and it is A Bad Idea.
