what are you using to measure this :?:

Martindale voltage testers need to be connected between either phase and earth or phase and neutral to make a circuit to indicate voltage

more info is needed

these are some things i could think of off hand

could be a loose neutral but that would me that the neutral is live

I think that it could be a short circuit in the cable somewhere where the insulation is down

it wont be the strappers of a 2 way lighting circuit because there is no neutral at any of the switches so you could only get voltage across phase and earth

Are you testing between switched live and neutral and is the switch in the on position.Does the light come on at all?

Are you testing the switch live with the lamp removed using a multimeter?

correct me if i am wrong but a reduced volt drop to me would suggest that there is a series connection somewhere any thoughts please anyone?

yes there is does this make a difference the light is controlled from a dimmer which now thinking about it does vary the voltage i believe.

take the switch off, and measure between the permenant live and the earth terminal.
