Loft insulation

Hi

I have normal roll insulation at ceiling level and I'm putting Airtec double insulation across rafters.

I have notice before that I've had a few condensation spots on the the roof felt (it's bitumen). I cannot see any form of ventilation in the soffits too.

So my question is will the foil insulation help reduce any condensation in the roof? I.e will it act as a vapour barrier or will vapour just collect on the inside of the foil instead.
