Loose glass in frame and black debris around frame.

I need to repair a kitchen window in my 2nd storey apartment, built in the 70s. The glass is loose in the wooden frame and the putty has perished to such an extend that the glass can be pushed in the frame.
Additionally there is black debris in the corners of the wooden frames, is this caused by damp and is it an indication of rotten wood.
What is the best method to remove the glass and then refit the window, I don't have any access to the outside?
What is causing the black debris?
