Loose mixer tap

brass lock nut holds a C shaped plate and rubber beneath the sink and pulls it up. Looks like its been poorly sealed and water has got below the tap and chances are this plate has corroded and either broken or fell away. There appears to be part of it to the left of the base of the tap sticking out but it is hard to tell from the picture.
