Macdee pneu-compact concealed cistern - Poor Flush

Hi just had a B&Q pan and Macdee pneu-compact concealed cistern fitted. Just started to notice a 'little' problem. The toilet fails to flush the contents away properly. Sometimes it can take 3-4 flushes to get the job done. I have checked the fill level in the cistern and is it spot on the mark (6 litres). Any ideas on how to improve this or is it a design fault? Should I set the cistern to fill above the recommended mark?
