New toilet waste pipe under floorboard. Wire in way

hi we are relocating the toilet and we have to run a waste pipe under floor boards (2.5meter/)

The only obstacle is a bunch of electrical wires going across.

My options are;

Make hole where wires sit lower so they sag more down?

Not sure what else

When holing or notching joist you have to be careful not to affect the structure of the joists, there are regulation concerning these also cable must be protected against mechanical damage.
The regulation regarding placement of cable in joists, only allows a minimum distance of 50mm between top or bottom of joist. That means there must be at 50mm from cables and both the top and the bottom of the joist. Or the cable must have a secondary mechanical protection, this would normally be a metal safe plate.
So this may change the option of lowering the cables in the joists?

You could consider rerouting cables, but you must if having to cut in to them use the correct maintenance free jointing methods, if these cables are to be left in an inaccessible location. And they must also be proved that they have been reconnected correctly.
