Newbe requiring advice on mist coating

Hello, looking for some advice.

Just mist coated a newly skimmed wall with cheapo matt emulsion mixed with water 50:50.

This morning i noticed that although dry, the paint has an almost powdery feel to it and can (or at least the surface) can be scraped off with a nail?

Is this ok? have I watered down to much or not enough?

Any help would be great

Nah, that's fine, just carry on with normal coats. Mist coat feels powdery, using matt paint. Any paint done thin for a mist coat can be scratched off, all's ok. Just don't scratch anymore with your nails!
