Outhouse building rebuild

Hi all,

We recently demolished an outhouse building which was used as a bin store/storage area. Was originally classed as a garage under development of site. Size of building was approx 4m x 5m, had a pitched roof and was single skim brickwork.

We had planned on rebuilding but the new building was to be half the size and only used to incorporate the bins. Had previously spoken with the local planning officer who informed no planning permission would be required.

We have started to build this week and the neighbour next door has complained to planning, we now require planning permission to build.

Can anyone confirm if we would require planning to rebuild a building which has been demolished?
Secondly is we was to use the original site and install hit and miss fencing at 1.8 meters high would we require planning for this? Area would be used as a bin store.

Does it comply with the following http://www.planningportal.gov.uk/permission/commonprojects/outbuildings/ if it does then you don't need planning permission. BTW once you demolish a building you effectively start again in terms of development and whether it needs planning permission or not. Even if you replaced it with something identical. Search the same website for fences, doesn't sound like any permission for that would be required either.
