Paint and pleaser problem/question

We had our walls skimmed and then mist coated and painted as we should have.

There is a patch on the fireplace that is damp and we have now sanded this down.

I have been advised to use an oil based primer and then paint over that. Should we mist coat before using an oil primer? Thanks

Without fixing the source of the damp, you'll end up with the damp coming through eventually, no matter what paint you use.
