Paint for problem wall

Hi,

I have a wall that is being difficult. I posted in the plastering area but realise this may be more related to decorating as I am looking for advice on paint. Can any of you help?

Zinsser gardz would seal the wall in the problem area. Not quite sure why its happened, possibly retarded drying for some reason?

But a note on diamond matt, Little green intellimatt is a far superior paint, dries to a true matt finish (unlike the Dulux) and is washable, and will touch up. A little more expensive but way better and a very good finish.
