I want to paint over existing wallpaper in new home as walls are generally smooth but there are a few places where last owner has plastered in certain areas. Should I just sand this down?

Yes. Try to achieve as smooth a finish as the wallpaper offers and pay especial attention to the areas where the plaster joins the paper. You may need to feather in with plaster filler, then sand.
