Painting stairs varnish or stain or both?

Hi Guys,

We're struggling to get the right colour/effect on our stairs. We've already done lot of hard work to get to bare wood but it's still not getting what we want. I've attached the photo of what we want and what we're getting at the moment.

Basically we've removed the old paint, sanded it hard to get to bare wood and now we've applied 2 coats of varnish but it's not coming out as our expectation. Do we've to first condition the wood, or perhaps apply wood filler or stain then varnish? use oil base compare to water base to get the shine we're looking for? I'm so confused.

What we're doing wrong please help?
