paper/plaster question

When I first moved into my house, the plaster board walls in one of the bedrooms were in a bad condition so I just had them Lined with textured paper. I know have the money to fit out the room but unsure the best way forward.

Can I remove the paper back to the lining paper and then seal and skim over, or since the papered ceiling and walls are so bad is it easier to remove the wall and re plaster board?

If I can over plaster, what is the best way and materials to do it?
