peeling paint

we are painting the lounge after stripping off various layers of wallpaper.

We painted and it peeled within an hour.
We then sugar soaped, allowed to dry, painted a plaster sealant paint, allowed to dry then painted and the same thing happened.

Any help please, do we just need to get it replastered?

The plaster sealant paint peeled? Or just the one you're finishing with?
 
Just checked and the sealant paint is flaking.
I was told by a plasterer earlier that it could also be reacting to the sugar soap.
 
You could apply lining paper, fill the joints after it dries, and then paint it?

Could be paste residue, good rub down, A coat of Zinsser Gardz then carry on again. That will seal anything on the wall.
