Pipes Under floor

Hi guys.

I want to move a rad from one side of the room to another side of the room. This is downstaris

I will be using 10mm Microbore.
Under the floor is cold & damp.

Should I cover the pipes with Pipe insulation, or would the pipe's help a bit under floor ?
Would I loose loads of heat from the pipes ?

Presumabley you have a wooden floor on joists. I would lag the pipes as the benifit you will achive under the floor from 2 x 10mm micro bore pipes will be little to nothing and the danger of them freezing if the heating is turned or fails in the winter months outways any benifits.
