Pipework and an un-original concrete floor

Buying a ground floor maisonette which the surveyor has noted as having concrete floors. Originally would have been normal suspended.

Problem is is that currently all cables and 90% of ch pipework is buried in it.

What would be normal course of action assuming I wanted to renew it all. The flat is full of bodges and the chances of the pipework being protected correctly and lasting for another 20 years is almost zero.

Is chasing it all out out of the question and is surface run my only option?

Ive got a massive pet hate about surface pipe work but would be interested to hear from installers that do this sort of work everyday.

Went to a job once where a plumbing genius had cleverly and luckily (no elbows) fed a 8mm copper pipe through a leaking 15mm pipe that was buried in concrete it went diagonally for 20' across a kitchen to the kitchen taps from a utility room you couldnt tell that it had been done ! water pressure was good !

You might be lucky !
 
You seem to be happy to spend some money on your new ( first ) flat.

The best solution is to dig up each floor at a time, add hardcore and blinding, a DPC and the water supply pipes and then above that install 50mm of insulation and then UFH tubing burried in a 70mm screed.

Then you will not only have proper insulation but supply pipes in continuous lengths of plastic pipe run in ducting.
