The link across the zone connection, with the paper clip, will show you a "normal" zone when it is a short circuit. When you remove the link, the zone goes into "alarm" and the corresponding LED will light during the walk test. If this works, check your cable by twisting the orange and green together.

If the paper clip trick doesn't work, the zone must be programmed as not used or the panel is faulty. Try another zone (inc. E/E). From your photo, it looks like you're using Zone 4. If all the zones are 'on', you should find that they are all in alarm as you appear to have nothing connected to the rest (1, 2, 3, 5 or 6).

yes when pic was taken was trying another zone made no difference tried the pir connected to ee didn't pick it up ??

If the PIR doesn't work on the Entry/Exit zone, there's a problem with the cable, the wiring (wrong terminals) or the PIR. Try connecting the cable to EE in place of the contact and short/open circuit the PIR end. If this works, the cable is okay and the problem is something to do with the PIR...

Just had a look at the pictures again, it's a nasty A1 pir which can't be new as they haven't made them for years .... Probably the issue..
 
hi the problem seems to be the board I got another panel wired it up the same and the pir worked the piris new off e bay 10 for pack of 2
