Plastered walls need re skim

Hi guys had someone in to plaster kitchen a few weeks back and i am not happy with finish...Can i just pva it again then skim over as the last skim looks like he'd put it on then scraped it off :LOL:

Would you recommend i part pva and 5 parts water ?

would you put to coats of multi finish on .

Yep,, give the wall a coat of pva and let it "dry completely" (overnight),,, then give it another coat of pva, and plaster straight onto it while it's wet/tacky. Two thin coats of multi will be ok. Just make sure that the pva doesn't dry out as you put on the multi finish. You should really get the person that did the job in the first place, to come back and re-plaster it,,,, but then,,, maybe not.
