1) why do people gloss paint walls ?
2) Yes you'll have to bond it properly to the brick, so you'll have to provide a key otherwise the plaster will fail when the undelying paint deteriorates
3) With this in mind, you either need to remove the paint, very time consuming or provide a key by roughing the surface somehow. Angle grinder perhaps ?
