Plastering Onto Paint

Hi, I have been doing a bit of plastering for a while now in my spare time and its been going pretty well. I have offered to plaster my neighbours bathroom, went to look at it tonight and they have artex walls which have been painted over, looks slightly glossy/shiny. Can i just PVA this or will it need a different type of preperation?

Any advice would be much appreciated.

Scrape all the high spots off pva and skim.
