After a power cut the boiler will now not startup, when attempting startup number 3 comes up and then it just stops startup. there is not any other fault codes and we had the pcb board changed at the start of this year. I have two cold children, any advice greatly appreciated!

3 is just the code for an Icos 24HE System boiler which is shown at switch on. It is not a fault code.
You should see a 0 on the display after this 3 has gone off.
Check your external controls as these may need re-setting after the power cut and if you have a wireless stat, this may need re-locking back to the base unit.
Look in your controls instructions for how to do this.
