Potterton ff75 boiler short cycling

Hi I've got a similar problem with my potterton ff75 its driving me mad !!
Every year we have to nurse the system back into action
This year I've power flushed the system as I was told it may be a partial blockage - this made no difference
another engineers suggested putting a second pump on the system and renewing the existing one and did this last year - we did have some reasonable heat after that
Rads have been bled and balanced until I'm blue in the face !
If rads are on upstairs we have no heat down stairs
if rads are off upstairs we have tepid rads downstairs
The PCB was replaced last year - does it need replacing again ?
its 8 rads and a towel rail which is always on with heating or water
any ideas PLEASE !!
