potterton profile 60e - no pilot light

My potterton netaheat profile 60e has ceased to work.
serviced last year as normal.
fan runs, relays click on circuit board but no pilot light or ignition clicking.

would I be right in asuming the gas valves could be at fault? They are the earlier Honeywell type with red barrels.
240v is present to the valves.

Advice gratefully received.

if pilot is not lighting you should not have power to both valves (solenoids), sounds as though it may be pcb, are you sure its not sparking?
