Power failure not tripping an RCBO

This question relates to a brand new installation. Power went off to a washing machine and dryer without tripping the associated RCBO. Power restored by resetting RCBO. Should this be a cause for concern?

Perhaps what is meant is that the power went off without any sign of the RCBO having tripped, but that turning the breaker off and on again restored power? If that's the case, then perhaps faulty contacts in the RCBO, or a loose connection disturbed by the slight movement when it was operated.
 
Don't some styles of RCBO have a "tripped" position which is not the same as the "Off" position and need to be pushed to the "Off" position as part of the reset sequence.
 
Not sure about RCBO's but that is certainly true of MEM A100HE RCD's (and maybe others, too).
 
Some MK RCCBs trip half way and have to be turned off before being turned back on.
As ericmark says, you can't physically hold them on - if you reset them under fault condition the outcome wouldn't be good if they did!
