PWC 2.1 bar reducing valve - quick questions on low pressure

Just moved into a new ground floor flat that I am assuming has pumps supplying the water to all apartments. Within the flat is a reducing valve with a green dial.

The question is...

Is the dial meant to be able to adjust the pressure?

Or does the dial show what pressure the water is currently at?

Can the pressure be adjusted?

Could the filter just be blocked or similar?

I can't find a manual anywhere online.

I know it needs a G3 (?) plumber to attend to, just like to have an idea first. Any Manchester plumbers on here?!

Small point I forgot to add is that the water pressure within the flat is very poor...!

The unit is not meant to be adjustable and the green indicator should read the current water pressure, which looks very low in the photo.

I would check that other flat residents are not having any problems before getting someone to have a look at the valve.

Thanks for the reply... nobody else is having issues so guessing it must be the valve...

Is it a repair or replacement job? What sort of cost should I be looking at?
