Radiator/towel rail valve working 1/2 turn only

Hi - any ideas what could be going on? I've a towel rail that always worked fine. It was removed for decorating and put back on. Now the valve on one side only turns 1/2 turn and I get very little water through it. The valve on the other side opens 3 turns.
I've tried forcing it a little at the extremes but it seems to stop solid at both ends of travel. - snapped maybe?
Since we just got a new floor down and redecorated it would be a shame to open it up if there is an easier solution to try.
Any ideas?

It could have snapped or there could be something lodged in the valve. Only way to find out, is to take off and look down the valve opening.
